    Responsibilities

    At Quest, the Regional Human Resources Manager is responsible for providing strategic and hands-on full cycle HR support to assigned locations to support Quest initiatives. The role is critical in executing Quest people initiatives, providing great internal customer support, and driving HR functional excellence and process improvement for a multi-site region. This position will also assists in the development of companywide HR policies, procedures, systems and HR Initiatives.

    • Partners with program leaders in the assigned region regarding the interpretation or implementation of HR personnel policies and procedures and makes recommendations for updating of same.
    • Assures company compliance with Department of Labor, Internal Revenue and other regulatory agencies. Complies with federal, state, and local legal requirements for FMLA, ADA and ACA by studying existing and new legislation; obtaining qualified opinions; enforcing adherence to requirements; advising management on needed actions.
    • Works with Leaders and Corporate HR to establish retention goals for each program location. Tracks turnover, retention, employee recognition programs usage, employee complaints, exit interviews and employee engagement survey results at each location. Makes recommendations to management using this data to improve retention efforts. Formulates and proposes action plan if goals are not being met.
    • Meet with the regional management team on a weekly/biweekly basis to build relationships and determine ongoing HR needs for the area.
    • Conduct employee relations counseling with management for employees as needed. Provide guidance and support Management Team with effective coaching and counseling techniques and recommend appropriate course of action related to the Positive Direction process and termination.
    • Serves as a resource to employees with respect to employee appeals of unresolved problems, discipline situations and harassment claims.
    • Partner with Talent Acquisition Manager and Onboarding team on recruitment and onboarding processes throughout the region to insure retention initiatives are successful.
    • In conjunction with Talent and Regional Management, interview all candidates (both internal and external) being considered for exempt positions within the region, providing feedback and recommendations to Hiring Managers.
    • Work with HR leadership and Training Manager to design and implement internal coaching/development program to improve performance and build succession for Quest's leadership/ management teams at all levels.
    • Work with Onboarding/Compliance Specialist to provide oversight of Tampa personnel records to insure compliance with APD regulations and in preparation for licensing surveys and Delmarva reviews.
    • Teach specific orientation courses for new hires as needed.
    • Responsible for conducting department monthly safety meetings and reporting data to the Safety/Risk dept.
    • Process unemployment claims and represent Quest at unemployment hearings as required.
    • Manage special projects related to HR as assigned.
    • Perform all other duties and tasks as assigned.

     

    Qualifications

    • Bachelor's degree in human resources or related field
    • Proven success as a Regional Human Resources Manager or similar role
    • 5 years minimum experience, with at least 1 year in a leadership role preferred
    • Ability to thrive in a team environment
    • Strong interpersonal, teamwork and organization skills
    • Customer service oriented with the ability to multi-task
    • Self-directed, problem solver with a desire to contribute to organization's success
    • Proven ability to consistently and positively contribute in a high-paced, changing work environment
    • Proficiency in Microsoft Office Suite programs
    • Experience with HR technology (ADP, iCIMS preferred)
    • Strong attention to detail
